Yuuge portions of NM are federal lands of one kind (Fort Bliss [most of it is in NM, not TX], Kirtland, Cannon and Holloman AFBs, White Sands Missile Range, Los Alamos National Lab, Trinity Site) or another (National Forest), and need "management" in the form of federal jerbs and cleanup for the sins of the past.
They do get payments in lieu of taxes, though. PILT funds aren't quite as good as payments equal to taxes (PET), like Nevada negotiated. I wonder how much Reservation land comes into play.

Someone told me once that about a 1/4 of NM is reservation. State can't tax that land either, presumably, so maybe the Feds help the state with that.
I also suspect listings like the one above miss a lot of things, like pensions and health care for Federal employees.
