Is that thing a bona-fide 4X4? Wild. Guy I knew in Barnegat years ago had an IH Scout all tricked out for off road recovery: jacked 4 feet high, huge knobby LGP tires, winches fore and aft, roll cage. "Stinkfoot" painted on the tailgate. Took the Scout body off and – I shit you not – but a 70's MGB-GT on. Looked ridiculous, no idea why, except if a bet was involved.
Probably not a 4×4 as even the best shade-tree mechanics would probably have a rough time with that conversion. Couldn't find a good shot of the SUVs with surf-rod racks on front that I used to see out there. With the rods in 'em, they looked tentacular!
Two of the best Buggy Beaches I know of are Island Beach State park in NJ and the Delaware Seashore beach in, er, Delaware. Both are great but on that one near Rehoboth you might run into Handsome Joe in his Bitchin' 4X4 Camaro.
High up there in my list of Favorite Places and a most excellent place to become a beach bum.
IBSP dodged the bullet when it was preserved as a State park. It was a US Army rocketry test range (like Wallops) in the 1940's and I saw a postwar map that had the entire place gridded off in streets for development. South South South Seaside Park. It would have been terrible.
Hwow. Why am I not surprised? The canyon I'm in the north corner of features a park near the bottom that used to be a dump, and almost had a highway put through it. That got shot down in the 70s, it turns out. Now it's a bike path. This is progress.

Looks like the surf rod carriers the good old boys on the Carolina Outer Banks mount on the front of their 4x4s to make them more fearsome-looking.

Those were called punt guns, or market guns. Also, where the term "getting your ducks in a row" came from.
There's no ground clearance (or wheel-well clearance either) so it would get hugely stuck in the first sugar sand area it hit.
