A waiver? Issued by whom—Bill? Won't participate "personally or substantially" but will participate impersonally? Won't participate in any "particular matter" but will participate in general matters? Won't participate in matters that have a "direct and predictable effect on the foundation" but will participate in matters that have an indirect or unpredictable effect?
C'mon Hillz: you can do better than this. It's possible to be too clever a lawyer.

Aren't these all our allies? Therein lies the bigger problem, we need to find better friends. And we won't do that until we've used up all the oil.
