The Corps of Engineers, which might be the gummint's design agent for this project, allows 6.5% of total project costs for design. There will be, to say the least, lots of other design-related costs on a project like this, but for the moment let's use that number. By my reckoning, $20M is 6.5% of about $308M. Estimates of the total cost of the wall begin at $20B.
Am I naïve to think that this is one of those dumb ideas that will really never get off of the ground? I don't see how such a structure would be logistically possible or affordable at any rate. And, not even mentioning the human cost, it will be devastating for the environment and migratory species. I really hope the orange ass ends up in jail before this stupid thing is started.
Congressional Republicans including Sen. John McCain (R-AZ) and Sen. John Cornyn (R-TX) have expressed concern about funding the project without offsets in spending cuts, and cautioned that a physical barrier likely won’t be able to completely deter undocumented immigrants from entering the U.S.

So there seem to be some, uh, shortfalls.
It's incredibly complicated. No one understands it!

McCain now:
[McCain then…]
So mavericky!
Hello wall–meet tunnel.
How much corrosion is on that sea-wall thing?
All of it! That's where the current border fence runs into the Pacific at San Diego. Here's a Google Maps view.
