It's widely known that the Navy's "ship traffic experimental radar facility" at the end of Tilghman is really a repeater for the Weather Control frequencies. That's how they get total down Bay coverage.
The funny thing is I've been down to Tighlman once or twice and all they've got there are signs that say "Don't come in, m'kay?"
Now, if you want serious conspiracy theories, on Kent Island I ran into an older British gentleman (old enough to write "$7.26" as "7/26") complaining about having to install a new radar array. I certainly don't see anything new at Matapeake Beach…
