I'm not sure what Lindsey Graham is doing. He's under 1%, polling below Clinton in his home state, and missed half the votes. He can't be campaigning in that time spent not voting, can he?

I doubt it's campaign time. If they want to get back to Washington for a vote they always figure out a way.
