Rep. Vince Leach, a Republican from Tucson, is the prime sponsor of HB 2041 and says desegregation fund actually discriminates against districts that don’t get the extra cash.
"In many cases it was put in in the 70's and I think it's a little bit much to say that now for 30 years and I can't solve the problem," Leach said.

Maybe a Scalia-free SCOTUS can fix this on a nationwide level. It sure would be a good thing to separate public school funding from property values.
