They were speculating on NPR that the Senate's strategy might be to continue to refuse to hold a vote…until the lame duck session. Then, if and only if Hillary is elected, then they would vote to confirm Garland. Because what's more democratic than holding the vote just after the election, but before the people's choices take their offices in the White House and the Senate?
