Hmm, you are right, it could be satire. I got the link from a friend, so not sure about the source and a quick search at least "Lawyers, Guns & Money" says it was satire that was picked up as news elsewhere. But for sure, we know idiot Louie opposed the bill, because Wonkette already talked about the "MLK would have wanted to oppose this bill" angle.
