    The Army general in charge of the Pentagon’s failed $500 million program to train and equip Syrian rebels is leaving his job in the next few weeks, but is likely to be promoted and assigned a senior counterterrorism position here, American officials said on Monday.

  2. I ain't no eggspurt, but in the second linked NYT article on Nagata he asked the task force,:
    “What makes I.S. so magnetic, inspirational?” he said. He expressed specific concern that the militant organization is “deeply resonant with a specific but large portion of the Islamic population, particularly young men looking for a banner to flock to.”
    Emphasis added. I won't suggest that he has answered his own question in full right there, but I'll bet it's a big chunk of it.
