It apparently, literally, incredibly, means "cannot produce the contract paperwork for IG inspection." That's pretty amazing, and does expose the government to a risk that the contractor might forge a new version of the contract. But most contractors would probably prefer not risk getting kicked off the gravy train by screwing the gravy-train's engineer in that fashion. Doing the work and getting paid can be rewarding enough.
