  1. If you read down into the story, "misplaced" is not the same as "failed to get the deliverables contracted for" or "took big fat bribes and paid kickbacks." It apparently, literally, incredibly, means "cannot produce the contract paperwork for IG inspection." That's pretty amazing, and does expose the government to a risk that the contractor might forge a new version of the contract. But most contractors would probably prefer not risk getting kicked off the gravy train by screwing the gravy-train's engineer in that fashion. Doing the work and getting paid can be rewarding enough.
