Because scoring a date is totally the first thing on a homeless person's mind. Understanding Maslow's hierarchy of needs, not to mention having some basic human decency, should be a prerequisite to serve as a minister.
The South is fucked. I'm 61, lived in Texas all my life, and bullshit like that is fairly common. When you 'let the faith community' do the charity work the state wants to eliminate anyway they can't be offended by people they serve (or, 'minister to') so they make the rules. There's enough of a community of hard-shells that want to save the town and lead people to Jesus that they'll offer help but then retract that if you're not spiritually worth.
I saw this first run on PBS too. There was a lotta wild experimental stuff on PBS in those days. I pretty much enjoyed it, but it was a bit heavy for me back then. I'm convinced that this is what caused the right wingers to sharpen their knives for Public Television, because it just hasn't been the same since.
