This guy's name is almost certainly faked up to make him important-sounding. Montgomery Blair was Lincoln's postmaster general and a prominent abolitionist, and Sibley is an old DC hospital now associated with Johns Hopkins. It's as if a disbarred publicity-seeking New York lawyer were named "Vanderbilt Stuyvesant" or something.

actually, he's from some old money, high society family that's been a DC institution, so the name is probably a real case of rich person snobbishness
