Law enforcement is able to arrest or identify a likely perpetrator for only 19 percent of property crimes and 47 percent of violent crimes. If anything, we have an under-incarceration problem.
So we should send more people to prison…except we can't identify who the criminal is in a lot of cases. What would Cotton have us do, randomly pick black and Latino dudes out of a group and send them off?
