Some years ago our local billlionaire, Irwin Jacobs of Qualcomm, decided that the Plaza de Panama in Balboa Park needed improvement, and he wasn't wrong. He put together a project that ultimately failed because of some good reasons, but what is apropos to this nicetime story is what our then-mayor said about the failure of the effort: "What's this world coming to when a rich man can't decide what to do with a public facility like Balboa Park?"
