On behalf of my friends in the local Democratic club there (we did manage to get Janet Napolitano elected Governor), I'd like to think this can happen.
I voted for her, of course! I'm happy to say I was in the receiving line of a '08 Phoenix election watch party and got to shake her hand. When she left, absence of a Lt. Governor position allowed Ms. Drinkwine in, because she was Sec. of State, as AZ goes..
