It is a poor article. Near as I can tell, Tom is claiming that clown is using TW stage persona and TW theatrics [not just the songs ] to do ………something………. endorse a point of view or something that TW might or might not want to be seen as endorsing.
It's almost like some kind of fraud/libel mix; like if Trump had paid to use a song [ hah] but also had a very good cover band that dressed up and looked like Neil, or Bruce or Jack White perform it also.
