Only 28 feet long and carrying a 440-lb payload, it would be very hard to shoot down when it's coming at, let's say, your aircraft carrier 10 feet above the water at Mach 2.8.
It's so embarrassing when your $9 billion carrier is sunk by a $2.7-million missile!
As for destroying Texas….well, there's always an up-side.

There were some awesome videos of a submarine launch a while back…it shoots straight up and then uses thrusters to turn horizontal. Go to about 2:09 in this one to see it.

I think a cruise missile might have trouble doing mach 2.8 near sea level
