          1. yeah, east coast, where it isn't too hilly, you don't usually deal with chains. Driving up into the Sierra here in the winter? Chains required.

          2. I live there, and worked there most of my life, and half of my working life was with CalTrans. Most maligned of civil servants, until we were out plowing the highways. People love their plow operators. It was a delicate dance between us and CHP as to whether chains were required or not. When chains are required, they're required for plows and CHP cruisers, too. They mostly all have 4WD SUV's now, so they don't mind making lowly sedan drivers chain up, now that it doesn't affect them.

          3. good story! One time up in New Hampshire, I was ice climbing with a buddy and sure enough our vehicle got stuck. He put on his crampons and pushed (rocked it, Blue is right) and we got out OK. Be prepared, even if you're not a boy scout!

          4. Like a good Boy Scout, I keep chains in the back of my truck from November through March. If they're required, however, I won't leave the house. Best part of being old, you don't have to do shit you don't wanna do.
