She was not interested in acknowledging the distinction that many critics perceive between the spirit and the letter of the law—legally speaking, Gorelick argued, they were one and the same. Congress designed the ethics laws as they are to reflect the correct moral choice at the time. The moment has perhaps come to revisit those laws, in light of recent and previously unthinkable developments in American government. But asking people to do more than they are legally required to, Gorelick said, is unrealistic and unfair.
