He's actually offering, with admirable snark, a "transcript." He also says he can't figure out if tRump is self-destructively crazy or just incompetent.
There are two possible motivations in Putin's transcript offer. Putin could genuinely want to help Trump, and by releasing a transcript which may contain no secret information, the pressure on Trump will be relieved.
The Russians had serious hope that their relationship with the US would transform. They need US sanctions lifted, and the more controversies that happen, the less likely that is. Russia wants cooperation with the US, but on its own terms.
The other possibility is that Putin understands that by coming to Trump's rescue, he will create more chaos in the US. He knows very well that if he defends Trump, Trump looks even worse, and it sows suspicion in the minds of critics and the American people.
And we can trust them that it hasn't been doctored in any way, right?

We of course know that it's both.
We prefer the term "Zhivagoed".
Everybody's going to forget about this once tRump gets to Saudi Arabia and delivers the speech on Islam that Stephen Miller is drafting for him.

This speech will be epic! So awesome that Disney will use it for their animatronic trump in the Hall of Presidents!
I also look forward to his admission to the Dead Presidents Club:

That is a terrific movie. Saw it years ago and remember it in detail.
