  2. He said the explosive was used to boost homemade rockets and send balloons into the air for testing. But officials believe HTMD is too strong and volatile for those types of uses.
    So, if one had explosives, and rockets, and balloons, and if one is not using the explosives to boost the rockets and balloons, what other connection might there be?
    A real puzzler there.
