That was under construction when we did our trip. One fellow we were traveling with knew a lot of the long-time American Canal Zone residents, and said they were the ones who put up the nearly-hysterical opposition to giving up the Canal. They lived like princes, with huge overstaffing of jobs reserved for Americans, and lots of cheap local labor for servants. Even though the CZ split the country in two, Panamanians couldn't cross from one part of their own country into the other without permission from los Gringos.

There's still a lot of right-wing opposition to it. Gives them hate fuel against Carter, I suppose.
