Yeah, the Ohio River creates some really weird lines, but even when you get into Kentucky without rivers involved they have the strangest county shapes. I bet that state is almost used to seeing stuff like this near the borders of forecasting offices.
I love the laborious draftsmanship in this cartoon: shit and discarded hypodermic syringes on the street, solar panel on the sanctuary roof, "We [heart] MS-13" poster, gradient skin-tones and shadows on the figures, etc. It's almost as if the cartoonist thought detail would substitute for humor or creativity.

It really says a lot that one of this guy's symbols of "evil" is a solar panel.
