Dangling pardons in front of people who might testify to your illegal acts clearly is obstruction of justice, even if they don't accept the offer. So yes "Trump" could've only offered to pardon Flynnie and Mannefort but still be impeached, starting in January 2019 when the House flips. Then Chief Justice Roberts can preside over the trial in the Senate.
Because GOPers put party before country a two-thirds majority to convict probably ain't gonna happen, but the prospect of having his crimes enumerated on live teevee (was there wall-to-wall cable news 1998 when Clinton's trial happened? I don't think so) might be enough to shame him into resigning.
