So in evaluating their performance you have to consider that many, many jobs among civilians in the defense industry and the Defense Department, as well as careers in the Army, hinge on the continued belief in their efficacy. They were originally designed to shoot down airplanes and have been adapted to the missile defense mission probably mostly with software.
The scary thing on the horizon is supersonic cruise missiles, doing MACH 3 at low altitude, for at least some part of their flight. They can be fired from ships, aircraft or submarines, and once they're on target ain't nothing gonna shoot 'em down. The idea of an aircraft carrier being sunk by a cheap-o missile made by a cooperative Indo-Russian entity keeps all the admirals who aren't fucking Fat Leonard's hookers up all night.
A lot of old Nike sites got turned over to the Army Reserve in BRAC, and we spent many an hour doing facility surveys. One of the standard-design facilities was called a "Missile Master" building, and it contained all the computers necessary to do fire control for those mid-fifties SAMs. They were/are big buildings.
