Oh, absolutely. Same as any other business, though. The fat cats got rich off our labor. As long as I made a decent living, I didn't care. Most of my career in the private sector, I did not make a decent living, barely keeping up while TPTB decided on whether to buy another yacht or another vacation home. At least in civil service, I could aspire to mediocrity, and by fuck, I achieved it!
