I'm a member of my local irrigation district, wherein we share irrigation water rights between us homeowners, the local tribe, the City of Los Angeles, and the fish in the creek. Fish are first priority, followed by the tribe, then the City, and finally us lowly homeowners. It took years of litigation just to get a small straw dipped into the pool, and eternal vigilance to keep it there.
