Admittedly no small thing, considering that is what he wanted to do and many who voted for him wanted it too. Of course, many were also using it, I'll guess especially in the old coal-mining region of Eastern Kentucky, where things haven't been so great since before WW1.
At least he's just transitioning the state to the federal program, rather than shutting it down entirely
