It's almost as if in Minnesota, the hiring criteria for police officers (and apparently for license plate issuers) is like those rides on the midway with a height marker. "If your IQ is higher than this line you are not qualified to be a peace officer."
The police are there to protect the established order, not people. They're now taught to see us as the (potential) enemy, as something to be channeled and contained; no longer individuals to have their rights defended.
There are 'good' cops out there, for sure, but the general mentality in which they all operate is one of 'siege' and suspicion.
